China MIIT Backdoor Dispute and Alibaba Ban #

  • China tells devs to ditch Claude Code over ‘backdoor code’ fears (The Register, 2026-07-08) — China’s Ministry of Industry and Information Technology, via its National Vulnerability Database WeChat account, flagged Claude Code versions 2.1.91–2.1.196 (April–late June) as containing a “backdoor” capable of sending sensitive user data — location, identity — to a remote server without consent. Alibaba responded with a firm-wide ban on employee use of Claude Code, citing the security-backdoor risk. Anthropic’s counter: users in China “were not supposed to be using it in the first place,” given existing export-control restrictions.
  • Anthropic Removes Hidden Claude Code Tracker After Researchers Raise Privacy Concerns (Decrypt) — The technical substance behind China’s claim: Claude Code team engineer Thariq Shihipar confirmed an XOR-obfuscated, steganographic tracking mechanism had shipped since March 2026, flagging users’ timezone, proxy status, and possible ties to Chinese AI labs Anthropic suspects of “distillation” attacks. Discovered independently by a developer (“Thereallo”); never disclosed in release notes or terms of service. Removed in v2.1.198 (July 1) — Shihipar says the team “had been meaning to take this down for a while.”

Claude Code Changelog — Weeks 28–29 (v2.1.202–v2.1.212) #

  • Week 28 · July 6–10, 2026 (Anthropic, Claude Code Docs) — In-app browser on Desktop: sandboxed, safety-classifier-reviewed browsing of external docs/designs from inside a session. /doctor (alias /checkup) upgraded from a read-only report to a full setup checkup that diagnoses and fixes: flags unused skills/MCP servers/plugins against their context cost, dedupes local CLAUDE.md against checked-in versions, proposes trimming CLAUDE.md content Claude could derive from the codebase itself, flags slow hooks. Also shipped: auto mode now blocks tampering with session transcript files and asks before rm -rf on a variable it can’t resolve; background task notifications now explicitly state that no human input has occurred, closing a fabricated-in-transcript-approval attack surface.
  • Week 29 · July 13–17, 2026 (Anthropic, Claude Code Docs) — Screen reader mode: replaces the visual terminal UI with plain linear text readable by VoiceOver/NVDA, toggled via --ax-screen-reader flag, env var, or setting. Session-wide caps added to stop runaway loops — WebSearch calls and subagent spawns each default to 200 per session, tunable via CLAUDE_CODE_MAX_WEB_SEARCHES_PER_SESSION / CLAUDE_CODE_MAX_SUBAGENTS_PER_SESSION. /fork now creates a full background session with its own row in claude agents (the old in-session forked subagent behaviour is now /subtask). MCP tool calls running over two minutes now auto-background so sessions don’t stall.

Boris Cherny — Steps of AI Adoption #

  • Boris Cherny on X: “Steps of AI Adoption” (Boris Cherny / X, 2026-07-16) — Cherny’s five-stage maturity model for organisational Claude Code adoption: Gated (0) → Assisted (~1) → Parallel (~10) → Supervised autonomy (~100) → AI-native (1,000+), where the parenthetical is roughly the number of concurrent agents one person manages at that stage. Core claim: the gap between the person 10x-ing their output and the rest of the org isn’t more tokens — it’s org-level bottlenecks and guardrails that have to be rebuilt at each step. Anthropic itself sits at step 3 pushing toward 4; Cherny claims he personally reached step 4. Reposted by Lance Martin the next day; 251K+ views within hours.
  • Steps of AI Adoption: Boris Cherny Claude Code Guide (explainx.ai) — Expanded walkthrough of each step’s roles, unlocks, and required guardrails that Cherny’s thread compresses. Distinct from the “How Boris Uses Claude Code” personal-workflow content already tracked in this journal (5 parallel terminals, 20–30 PRs/day) — this is Cherny’s first published framework aimed at other teams’ adoption trajectory, not his own setup.
  • AI Impact on Society The China MIIT backdoor warning and Alibaba ban is a second instance of government-level intervention in Claude tooling distribution this cycle, following Fable 5’s export-control suspension in June — but this one was triggered by Anthropic’s own undisclosed tracking code rather than external jailbreak research.
  • [permission-friction-quest] Week 28’s fix — background task notifications now explicitly stating no human input occurred — directly closes a fabricated-approval trust-boundary gap, the same category of concern as auto mode’s classifier design.
  • Team & Org Use of Claude Cherny’s Steps of AI Adoption is an org-scaling framework in the same space as the permission/cost/fleet-management tooling this journal has tracked all year — the first attempt to name discrete maturity stages rather than just ship more fleet features.
  • Data, IP & Training Rights The hidden XOR-obfuscated tracker — undisclosed telemetry collected specifically to detect distillation attempts by rival labs — is a new data-and-ip governance angle: a frontier lab surveilling its own users to protect its IP, without disclosure.

Meta-observations #

  • Emerging pattern: Two government-level interventions in Claude tooling now bookend this reporting cycle — Fable 5’s export-control suspension (June, triggered by a jailbreak bypass) and the China MIIT backdoor warning (July, triggered by Anthropic’s own undisclosed tracker). Different causes, same structural pattern: state actors intervening directly in commercial AI tool availability.
  • Quality signal: Decrypt/MLQ’s reporting on the hidden tracker is more technically precise than the aggregator-heavy China-story coverage — it names the discovering developer, the obfuscation method (XOR steganography), and the exact patch version rather than just repeating the MIIT statement.
  • Author to watch: Boris Cherny published his first adoption-framework artifact (Steps of AI Adoption) distinct from his personal-workflow content — worth tracking whether Anthropic operationalises this into a product-visible “adoption step” indicator.
  • Gap: No new high-signal Simon Willison technique commentary surfaced this window beyond small tool releases (llm-cliche-highlighter, mermaid-ascii, claude-token-counter, July 16–17) — search snippets suggest a quieter cycle for him; worth checking simonwillison.net directly next gather rather than relying on search-engine summaries.
